Ngày hôm qua, 9 tháng 5, 2022, Ngọc Giao đã gửi thư đến TT Biden tại Toà Bạch Ốc qua priority mail. Hôm nay đã đến (Xem hình).

Ngọc Giao cũng hân hạnh được gặp TT Biden trong một buổi tiếp tân vào tối ngày 9 tháng 5, 2022, và đã trao tận tay TT Biden lá thư của chúng ta (xem hình).

TT Biden đã lắng nghe Ngọc Giao trình bầy và hứa sẽ giúp chúng ta . Xin quý anh chị nhớ hỗ trợ TT Biden trong nhiệm kỳ này của ông để ông có thể tiếp tục các điều đã hứa và sẽ làm .

  • Chúc Ngài họp Hiệp hội Đông Nam Á (ASEAN) thành công tốt đẹp.
  • Vui lòng nêu lên tầm quan trọng của quyền “Quyền tự quyết” của Người dân theo Hiến chương Liên hợp quốc. Nhân dân Việt Nam xứng đáng được bầu cử công bằng để bầu ra các nhà lãnh đạo của họ từ các đảng cạnh tranh dưới sự giám sát của Liên hợp quốc.

 

Kính gửi Tổng thống Biden,

Tiếng nói của người Mỹ gốc Việt và người Việt tị nạn trên toàn thế giới chúc mừng sự lãnh đạo xuất sắc và vững chắc của Ngài. Ngài đã đưa Hoa Kỳ trở lại vai trò lãnh đạo toàn cầu. Ngài đã kêu gọi thế giới lên án tội ác chiến tranh của Putin trong cuộc xâm lược Ukraine, một hành động thách thức luật pháp quốc tế về chủ quyền. Ngài đã thể hiện sự ủng hộ đối với sự lựa chọn của người dân giữa chế độ dân chủ và chế độ độc tài. Đồng thời, Ngài đã thành công trong nhiều cuộc khủng hoảng trong và ngoài nước, đặc biệt là đại dịch Covid 19 và hiện tượng biến đổi khí hậu.

Quan trọng nhất, chúng tôi tin rằng Ngài đã lấy lại được “Linh hồn của nước Mỹ”, truyền “xương sống” cho các cơ sở sản xuất và cơ sở hạ tầng của Mỹ, hình thành các liên minh rộng lớn hơn và sâu sắc hơn với NATO, EU, G20, G7, QUAD, và cuối cùng nhưng không kém phần quan trọng , với ASEAN. Chúng tôi ngưỡng mộ việc Ngài đã mang lại các giá trị của nhân quyền và dân chủ trên bất kỳ bàn đàm phán nào.

 

Tổng thống Biden,

Ngài đã làm sáng tỏ bản chất của bầu cử công bằng, nơi mọi người dân có quyền lựa chọn người đại diện cho mình, điều hành đất nước bằng những chính sách phục vụ tốt nhất lợi ích của  dân, không vì lợi ích của vài kẻ lộng quyền, lạm quyền. Nền tảng cho nền dân chủ của một nước cộng hòa thực sự mở đường cho thế giới thịnh vượng và hòa bình của chúng ta.

Những gì chúng ta chứng kiến ​​ngày nay, từ cuộc xâm lược Ukraine của Putin, đến việc Tập Cận Bình đe dọa Đài Loan, uốn nắn cơ bắp ở Biển Đông, buộc các nhà lãnh đạo ASEAN không thể đứng lên vì lợi ích của người dân, chủ quyền của quốc gia và an ninh, là những thách thức đối với trật tự thế giới hiện tại và hòa bình toàn cầu của chúng ta.

Tổng thống Zelenskyy của Ukraine và Tổng thống Tsai của Đài Loan đã cho thế giới thấy rằng các nhà lãnh đạo do người dân bầu chọn có thể thúc đẩy ý chí và sức mạnh của quốc gia để thành công như thế nào.

Ngược lại, trường hợp Myanmar đảo chính năm 2021, và trường hợp Việt Nam 1975, khi người dân bị từ chối quyền tự quyết, đã dẫn đến tình trạng hỗn loạn, hỗn loạn và chính quyền tự hủy diệt đẩy các nước vào tình huống rất tồi tệ.

Người dân Việt Nam đã khao khát quyền Tự quyết, Độc lập, Tự do và Dân chủ từ những năm 1940. Hàng triệu người tị nạn Việt Nam trên toàn thế giới đã nói rất nhiều về sự lựa chọn của chúng tôi để có thể bầu ra chính phủ của chính mình, quyết định tương lai chính trị của chính chúng tôi, điều đã bị từ chối đối với chúng tôi vào năm 1975, khi Hiệp định Paris 1973 bị Đảng Cộng sản Việt Nam, Cộng sản Nga vi phạm. Đảng và Đảng Cộng sản Trung Quốc.

 

Báo cáo Nhân quyền Việt Nam năm 2021 của Bộ Ngoại giao Hoa Kỳ, Phần 3, đã chỉ ra rằng:

“Người dân (Việt Nam) không thể lựa chọn chính phủ của mình thông qua các cuộc bầu cử tự do và công bằng dựa trên cơ sở phổ thông và bình đẳng đầu phiếu và được thực hiện bằng hình thức bỏ phiếu kín đảm bảo quyền tự do ngôn luận và ý chí của người dân. Mặc dù hiến pháp cung cấp khả năng bầu đại diện trực tiếp cho Quốc hội, hội đồng nhân dân và các cơ quan nhà nước khác, nhưng các quy định của hiến pháp và pháp luật đã thiết lập sự độc quyền về quyền lực chính trị cho ĐCSVN và ĐCSVN giám sát tất cả các cuộc bầu cử. ” (https://www.state.gov/reports/2021-country-reports-on-human-rights-practices/vietnam/)

 

Quyền tự quyết của người dân là nguyên tắc cơ bản trong luật quốc tế hiện đại (quy tắc jus cogens). Quyền này được ghi rõ trong Hiến chương Liên hợp quốc. Việt Nam và các nước ASEAN khác đã ký kết Hiến chương Liên hợp quốc. Điều rất quan trọng là họ phải tôn trọng luật pháp quốc tế, quy định của thế giới hiện tại, để tất cả chúng ta có thể phù hợp với các giá trị của thế giới tự do và không bị Putin hoặc Tập thao túng.

Một Việt Nam tự do và dân chủ sẽ là một trong những đồng minh mạnh mẽ nhất của Hoa Kỳ và thế giới tự do trong việc bảo vệ các giá trị của chúng ta trước các hành động ngang ngược của Trung Quốc và Nga.

 

Tổng thống Biden,

Kính xin Ngài vui lòng nêu gợi ý này với Thủ tướng Việt Nam Phạm Minh Chính, rằng Người dân Việt Nam đã sẵn sàng cho các cuộc bầu cử tự do và công bằng khi các ứng cử viên đủ tiêu chuẩn từ các đảng phái khác nhau có thể cạnh tranh dưới sự chứng kiến ​​của Liên hợp quốc. Người dân Việt Nam sẽ ủng hộ ông hoặc bất kỳ nhà lãnh đạo nào có thể viết nên một chương mới trong lịch sử của chúng ta, với các giá trị phù hợp với Thế giới Tự do, thúc đẩy dân chủ, chống lại chế độ độc tài.

 

Tổng thống Biden,

Cả thế giới đang trông đợi vào ngài, Tổng thống Hoa Kỳ, để duy trì trật tự thế giới hiện tại của chúng ta, củng cố Hiến chương Liên hợp quốc và ủng hộ quyền “Quyền tự quyết” của người dân.

Vào thời điểm rất bấp bênh này, cuộc gặp của Ngài với các nhà lãnh đạo ASEAN là cơ hội quan trọng để chia sẻ với họ sự ủng hộ của Ngài đối với trật tự thế giới hiện tại và tầm quan trọng của bầu cử công bằng sẽ là nền tảng cho hòa bình và thịnh vượng bền vững ở Đông Nam Á.

Nếu tất cả người dân Việt Nam được phép bỏ phiếu trong một cuộc bầu cử do Liên hợp quốc giám sát, lựa chọn của chúng tôi chắc chắn sẽ là: Tự do và Công lý cho Tất cả.

Chúng tôi hy vọng nhận được câu trả lời của Ngài: “Không có gì là không thể”

  • Wishing you a successful meeting with the Association of South East Asian (ASEAN).
  • Please bring up the importance of “Self-Determination” of the People under the United Nations Charter. The Vietnamese People deserve fair elections to elect their leaders from competing parties under the oversight of the United Nations.

 

Dear President Biden,

Voice of Vietnamese Americans and Vietnamese refugees worldwide congratulate you for your stellar and steady leadership. You have affirmed the global leadership role of the United States of America. You have rallied the world to condemn Putin’s war crimes in his invasion of Ukraine, an action that challenged international law on sovereignty. You have shown support for the people’s choice between democracy and dictatorship. At the same time, you have successfully confronted many crisises at home and abroad, especially the Covid 19 pandemic and existential climate change.

Most importantly, we believe you have reclaimed the “Soul of America”, instilled “the backbone” to the American manufactures and infrastructure, formed wider and deeper coalitions with NATO, the EU, G20, G7, the QUAD, and last but not least, with ASEAN. We admire the fact that you brought back the values of human rights and democracy to any negotiation tables.

 

President Biden,

You have illuminated the essence of  fair elections where every citizen has the right to choose his/her own representative, to run the country with policies that best serve the interest of the people, not a few who have power and abuse the power. This foundation to democracy of a republic actually paves the way for our prosperous and peaceful world.

What we witness today, from Putin’s invasion of Ukraine, to Xi Jinping’s threatening Taiwan, flexing muscles in the South China Sea, coercing the leaders of ASEAN into not being able to stand up for the interest of their own people, their nation’s own sovereignty and security, are challenges to our current world order and global peace.

President Zelenskyy of Ukraine and President Tsai of Taiwan have shown the world how leaders elected by the people can motivate the nation’s will and power to succeed.

Contrarily, the case of the Myanmar coup d’etat in 2021, and the case of Vietnam in 1975, when the Vietnamese people were denied the right to self-determination, have resulted in turmoil, chaos, and self-destructive governance that pushed the countries into very bad situations.

 

The Vietnamese People have yearned for Self-Determination, Independence, Freedom, and Democracy since the 1940s. Millions of Vietnamese refugees worldwide spoke volumes about our choice to be able to elect our own government and to decide our own political future which was denied to us in 1975 when the Paris Accords 1973 were violated by the Vietnam Communist Party, the Russian Communist Party, and the Chinese Communist Party.

 

The US State Department’s 2021 Vietnam Human Rights Report, Section 3, pointed out that:

“Citizens (of Vietnam) could not choose their government through free and fair elections based on universal and equal suffrage and conducted by a secret ballot that guaranteed free expression and the will of the people. Although the constitution provides the ability to elect representatives to the National Assembly, people’s councils, and other state agencies directly, constitutional and legal provisions established a monopoly on political power for the CPV, and the CPV oversaw all elections.” (https://www.state.gov/reports/2021-country-reports-on-human-rights-practices/vietnam/)

 

The right of a people to self-determination is a cardinal principle in modern international law (jus cogens rule). This right is clearly written into the United Nations Charter. Vietnam and other ASEAN countries are signatories of the United Nations Charter. It is very important that they honor international law so that we can all be in alignment with the free world’s values and not being manipulated by Putin or Xi.

A free and democratic Vietnam would be one of the strongest allies to the United States and the free world in defending our values against the adversarial actions of China and Russia.

 

President Biden,

Please bring up this suggestion to Vietnam’s Prime Minister Phạm Minh Chính, that the People of Vietnam are ready for free and fair elections when qualified candidates from different parties can compete under witness of the United Nations. The Vietnamese People will in turn support him or any leaders who are able to write a new chapter in our history, with values in alignment with the Free World, promoting democracy, against dictatorship.

 

President Biden,

The whole world is looking up to you, the President of the United States, to uphold our current world order, to strengthen the United Nations Charter, and to support the “Self-Determination” of the people.

At this very precarious time, your meeting with the ASEAN leaders is a crucial opportunity to share with them your support for the current world order and that the importance of fair elections would be foundational for sustainable peace and prosperity in South East Asia.

If all the people in Vietnam are allowed a chance to vote in an election oversighted by the United Nations, our choice would be to uphold Liberty and Justice for All.

We hope to hear your reply: “Nothing is impossible”
